When it comes down to it, what's the difference? They're both illegal. Puberty can happen naturally between 9 and 14 generally. So if you're going after a 12 year old who has already started puberty, you're still disgusting and breaking the law. Does it REALLY need to be gone over with a fine-toothed comb?
