What he is doing is testing the waters. He says these things and then sees how you respond. If you are interested, he gets what he wants. If you aren't, he can just say he is joking and gaslights you (although nothing he has said sounds remotely like joking). This is best case scenario because it's not unheard of for people like him to escalate things.
Your mom has no interest in protecting you it seems so you are on your own here. My suggestion to you, if possible, is to move out or find a safe place to stay. If that is not possible, you need to do a few things:
In the presence of both him and your mom, tell him very clearly in no uncertain terms that his comments make you uncomfortable and that can he please stop.
I don't trust him or your mom, so I would invest in some basic, cheap security for your room – buy a door stopper from Amazon. Even if your door has a lock, those can be broken easily. This is worst case scenario thinking but you never know.
Whenever he comes around going forward, just go to your room for now. Avoid and ignore him.
If he ever requests anything from you – borrow your phone, your help with something, some way he is trying to get you alone, just say no – you are not comfortable with him after the creepy comments he made.
Try to keep talking to your mom and guilt her into getting this man out of your life, at least our of your house. If that doesn't work, I would be focused on trying to move out asap.
