Legality isn't the issue here. It's about the deeper morality. Physiologically, teen brains are not the same as adult brains. And even into the early 20's, the brain still yet goes through many changes. Teen/young adult brains aren't completely fully formed. And older adults are supposed to be aware of this fact, which is exactly why age-gap relationships involving teens and people in their 20's/30's+ are frowned upon.
