Sounds like the people you spoke to might have also signed on for scams. Those companies will sometimes get their clients small gigs to encourage them to keep paying for things, but it's stuff like $75/day extra work and such.
Reputable agencies don't expect talent to pay to sign because the entire point of signing someone is that you think they will make you money through bookings.
