You absolutely shouldn’t have to, but if you want – and only if you want – you could attempt to solve it through compromise. For example getting litter box liners so he can “dump it out” every time he cleans it, swapping one of your chores in exchange for you continuing to clean the box, or switching to a type of litter you can dump out easier (e.g. a pellet litter), or getting a different box. Basically ask what prevents him from doing it and brainstorm some solutions from there.

The problem is that your fiancee already has issues with her Mom. And they will only get worse if she doesn't start to draw some lines and tell her mother what a guest in your home can or can not do.
