You haven't really given us enough detail to begin to try to read his mind. I'll try to give the best/worst I can think of and the truth is probably somewhere in the middle.
Best: It's possible that he still cares about you and thinks that living him with is your best path forward to being happy and healthy.
Worst: He thinks having you close will make it easy to take advantage of you and use you.
Tell him that if he wants to pull that card, he gets no more vacations with just him. It will always be you and the kids. Explain if he doesn’t trust you, he will be treated the same way. I honestly think he is projecting which makes me think he is up to something.
