I don’t know if you’re overreacting because I have no idea what his blood alcohol was, how long you two were out, how much he actually drank, if he ate, how much he weighs, what his tolerance is, etc.
If you have a zero alcohol policy before driving then end it and move on. If he regularly says one thing and does another, end it and move on.
I (44F) have no issue having a couple of drinks at lunch or dinner and being fine to drive—mentally and legally. And I’m an adult and can change my mind from time to time about my plans. I’m just not as rigid as it sounds you are. I was a lot more uptight when I was your age but the lovely thing about your 30’s/40’s is you run out of fucks to give and chill out. Or at least I did.
