You need to open dialog with him. There is obviously a reason why he's being resistant to sex. The longer this goes on without talking about it, the weirder its going to be. Adults have adult conversations and, if you're old enough for sex, you're old enough to ask what's up and see where he needs support.
You need to tell him your frustrations and that there is more to life than playing games. All relationships take work and he's obviously putting in a lot of work on his friendships.
