We can’t even guess WHY she is acting this way. Just going off the facts in your post, she sounds a bit unhinged.
If you don’t want her to know your every location, don’t share your location. That part is pretty easy. As for talking to her, just do a slow fade. If she catches on, a simple “I find it weird that you keep tabs on me and I’d like for you to stop texting and messaging me.”
Once you’ve told her in very clear terms that you’d like her to stop, if she does it even one more time, call the non emergency police line and ask to report being stalled. If you so go this route, have a clear and concise log of all the times she has followed you or turned up to places where you’d been.

This guy isn’t her ex though. They never dated. He’s dating her sister. Of course she’s going to have some form of communication with him because he’s her sister’s boyfriend. There’s no reason why they can’t be civil or talk to each other. Especially since there’s nothing between them and she wants a relationship with her sister.
