I doubt that reporting this to the police would give you much satisfaction, as the investigation probably wouldn’t go anywhere, although a local expert might give you different advice.
I do wonder if you might bluff a report, telling your friend and her boyfriend that you are filing a report, and asking them to list all of the names and addresses of the participants. You might be able to scare the hell out of all of them, which, if I were you, would give me satisfaction.

Is that a serious question? One is normal everyday activity, the other is trying to attract the other party sexually. The difference is in the intention, and thus affect what you say and how you say it.
