Usually the one who asks for an open relationship is already cheating or about to cheat. Mentally, they have already either checked out of the relationship or is looking to have you there for the basics of a relationship but they also want the sex/thrills of the single life.

You were right to break up with her. Odds are she slept with the person(s) she wanted to and that situation didn't work out for her, so she wants that relationship security again.
