She did put down the first down payment and take the risk of the home being in her name, and you are using the sale of the home for the down payment on the new house, so it's not as easy as she put down $10k and now I am putting down $100k, because you are putting down money from a shared purchase, whereas she put down money that was just hers.
Only you can untangle the finances from the last 13 years, but if you both put money in to the last house, even if it was unequal, then any of that money that goes in to the new house comes from both of you.
But if you are splitting the sale of the old house, why are you putting money in to the new house and she isn't? Why does she have debt when you don't? Why are you worried about her doing that again? That is a huge trust issue you definitely need to address before buying a new home together.
I think you need to untangle what you are each contributing financially and make it equitable (by how much you each make, child care, etc) and just hash it out. You can't fully look backwards and make everything fair, but this is a time to make sure you feel it is equitable going forward, and for sure don't put yourself in a position where she can take on debt without your consent.
You are right the sex issue is large enough. Since you love him, work it out. Sex is fun and bonding. So get help and make him and yourself happy.
It's possible that she sees you as a romantic prospect but wants to be transparent about how her daughter us very important in her life and they come as a team.
