You can “feel it's time”, but if he doesn't feel it yet then what you're asking for is for him to lie to you. Real love takes time to develop and some people are slower than others to let themselves get that deeply emotionally involved. If the relationship is otherwise good you shouldn't get so hung up on this simple exchange of words. Some people never say it, preferring to prove it through their actions and deeds.
