But that doesn't mean she's doing it intentionally. It's your reaction to shut down the conversation and assume she is doing it on purpose.
If your issue is that the crying makes you feel bad and unable to continue the discussion, then focus on that. “it's very difficult for me to continue a conversation while you are crying. It makes me feel very defensive.” and go from there, but put the idea out of your head that she's crying to get at you. It's an involuntary physical response that you have shamed her for, and now you've also told her you think she's manipulative.
You guys need to have a serious conversation and air everything out. She will almost guaranteed cry during this conversation and instead of being defensive, try to be empathetic.
