Idk where OP rescued Badger, but usually where I live!, the shelter would make us pay to chip and neuter/spay fee in addition to adoption fee. We're also required to register the pet, but I've heard ppl would just ignore that as long as their pet does not create issue, this would likely not be checked up on.
