From what you’ve portrayed, it definitely feels to me that she’s trying to maintain an open door/ security blanket should her relationship with her new person not work out the way she wants. Given her deteriorating relationship with her father, I’m just going to assume her relationship with the new partner has caused strife in her life and just overall isn’t going well.
Personally, as much I imagine that you miss her, I think for your own mental health you’ve got to cut ties. You deserve better than being a back up plan or second best.
I think simply text her, and set boundaries. “Hey, I’ve noticed you’ve been reaching out more and acting friendly towards me. While I have no very hot feelings towards you and what you did, I feel it best for my mental health for us to cut ties. I truly wish you the best in your new relationship and life going forward.”
