IMO it has to do with the time. If it was “Last week my BF was down to cheat on me”, I'd say just end it.
It's been three years though, and her boyfriend has apparently been loyal to her and avoiding this girl. I'd recommend she explain her position to him (not the whole power dynamic bullshit, but about how his wording seems to put the blame on her), but not immediately break up.
Now, if he replies with something like “It is because of you though” or something like that, I'd lean more towards she should break up. Him avoiding the other girl should be something he's doing voluntarily to show that he's committed to OP (and done with her) and not just because OP said so.
