I would be super cautious about pushing him to have an answer too quickly. He's 21 after all, he isn't like to have his life straight enough to feel secure as the guy. You're young too, but as a girl you're more likely to be thinking about long term plans than he is. It's just a maturity thing. If she was a graduating HS senior I would totally agree with you, but she's 24. She's old enough to be making decisions on her own and this roommate issue isn't likely going away anytime soon.
I totally get that moving out wasn't good for you, but I would say the complete opposite. Moving out of my parents house forced me to grow up, find ways to pay bills, learn how to cope with things by myself, etc. It was invaluable. I can't imagine trying to start that process when I was like 27 years old.
