I'll reach out to try and plan something 2 MAYBE 3 times. I get that people are busy and I never take it personal of they have something going on or are unavailable. However I always leave it open ended like you suggested. “No worries if tonight doesn't work, just let me know when you're free, I'm available these days at these times.” If they don't offer a suggestion of when to reschedule I assume they don't want to hangout and I leave it at that. I'm not gonna beg anyone for their time or attention.
